He holds a PhD in Information Systems (2025) and an MSc in Information Systems (2013) from Kisii University, and a BSc in Information Systems and Technology from the United States International University (USIU).
His research applies artificial intelligence, machine learning and geospatial data science to agricultural and environmental challenges in Kenya and the wider African context. His doctoral work focused on large-scale digital surveillance of crop pests and diseases, with emphasis on models and algorithms that encourage farmer participation. He is now extending this work to climate-smart horticulture and flood resilience in the Kano Plains. The work combines satellite observations, environmental sensors, localized weather data and farmer-generated data to build predictive models. He also researches AI-supported and collaborative learning in computing education.
Dr. Ouma teaches undergraduate and postgraduate courses in Computing Sciences, Software Engineering, Artificial Intelligence and Information Systems. He supervises postgraduate research in areas including federated learning, privacy-preserving systems, health information systems and eLearning. His work has appeared in peer reviewed journals such as the Journal of Agricultural Informatics and the European Journal of Open, Distance and E-Learning.
Before joining the academic staff, Dr. Ouma served Kisii University for over a decade in ICT management and eLearning leadership. His roles included Manager, ICT, and Deputy Director of the eLearning Directorate, where he led learning management system (LMS) development and digital transformation initiatives.
