The African Economic Research Consortium (AERC) seeks to engage a qualified Consultant or Consortium of Consultants to undertake an End-Term Evaluation of thePolicy Analysis for Sustainable and Healthy Foods in African Retail Markets (PASHFARM) project. The overall objective of this consultancy is to conduct an independent, comprehensive evaluation of the PASHFARM Project’s implementation, performance, and outcomes from September 2022 to December 2025. The evaluation will assess the project’s relevance, effectiveness, efficiency, impact, and sustainability, providing actionable recommendations to enhance future design and implementation of similar initiatives.The assignment is expected to be completed within 30 working days from the contract signing date.

Eligibility

  • A minimum of postgraduate qualification in Agricultural Economics, Nutritional Sciences, Food Policy Analysis, Development Management, Social Sciences or other relevant field.
  • Over six (6) years of experience in undertaking end-term evaluations for development initiatives, particularly in Agriculture, Food Systems, Nutrition, and Health, with experience of gender, equity, and social inclusion evaluations.
  • Demonstrated familiarity with the context of Sub-Saharan African Countries, particularly with relation to food systems and nutrition. Proven knowledge of African retail markets, with practical experience in at least one or more of the countries where the PASHFARM project has been implemented.
  • Proven ability to assess complex projects/programmes using results-based evaluation approaches, with strong track record of drawing evidence-based lessons, forward-looking conclusions, and actionable recommendations.
  • French oral and written language skills will be an added advantage.
