THE ORGANIZERS
This event is organized by the Executive officials of both the Law
Students Society and The Kisii University Press.
It is a fulfilment of an intention to foster relations between the two
fraternities: the Legal and the media for the betterment of the Kenyan
society.
THEME
The theme of the event shall be THE STATE OF MEDIA FREEDOM.
This theme is premised on the provisions of the laws of Kenya,
Constitution Article 34 and 35, and the requirement by any media
fraternity of independent and free media space.
The theme was motivated b y the recent trends relating to media
freedom both in Kenya and other jurisdictions.
This theme shall be the major topic of discussion, presenters and
members of the public are therefore required to make their brief
submissions in accordance to this subject matter.
MOTION
The motion of the event shall be “IS THE GOVERNMENT
ENCROACHING ON MEDIA SPACE?”
The debate shall entail a discussion on whether indeed the government
of the day is stepping on the toe of the media fraternity, and whether
sufficient freedom is accorded to the fraternity
DELEGATES
The debate shall involve 10 main delegates: 5 from the media fraternity
and 5 from the legal. The delegates from the Media fraternity shall be
identified as envoys from the UK jurisdiction namely: CANTERBURY,
DEVONSHIRE, LANCASTER, WESTMINISTE AND IRELAND.
The legal fraternity on the other hand shall be identified as envoys from
the American jurisdiction namely: MASSACHUSETTS,
MINNESOTA, OKLAHOMA, ILLIONOIS AND DETROIT.
Both teams shall present presenters representing each constituency, the
lead delegate being the Head of each fraternity: The Head of the EstateKISII
UNIVERSITY PRESS PRESIDENT AND The Head of the
Bar- LAW STUDENTS SOCIETY PRESIDENT
TIME
The debate shall begin at exactly 1,00pm, and the motion shall be moved
at exactly 1.30pm by the MOTION MOVER after a presentation of
guidelines by the Solicitor.
Each speaker shall be allowed 5 minutes for submission, thereafter 2
minutes shall be allocated to random members of the house (public) for
questions, points of information, point of order or point of emphasis
depending on the directive of the Presiding Speaker.
ADJUDICATION
There shall be adjudicators for the event who shall assess the speakers
and members of the public based on their oratory skills, dressing,
general presentation, demeanor and grasp of concept. The adjudication
panel shall award the best speaker(s) and the Adjudication award to
members of the public according to their own independent assessment.
The organizers shall thereafter award certificates to all persons who
actively participate in the debate subject to the terms.
BRIEFS
The speaker shall allow any special contributor or professional, time to
present a brief before the House relating to the subject matter. This shall
be allocated time depending on the schedule and directions of the floor.
All persons who shall present briefs shall have them recorded by the
clerks for transmission thereafter for the report.
PUBLIC ORDER
Public order shall be maintained during the entire debate and the
organizers under the Speaker’s direction shall reserve the right to have
any person causing disorder to be taken out of the room temporarily or
permanently depending on the circumstances.
This information shall be useful for the general conducting of the debate.
